The article deals with the issue of spatial plans at the local level. The aims of this paper are (1) extracting the characteristics of local spatial plans that can be compared more broadly (2) identifying, on this basis, the role of spatial plans at the local level in the countries of Central and Eastern Europe (CEE). In achieving these aims, the authors have critically examined spatial plans and their performance, as well as the planning systems they belong to. Hence, they have investigated the types of local plans in each country, their legal features, and the layout of their content. A map derived by rockfall analysis at Mount Pellegrino is presented herein. The study area is affected by several phenomena of rockfall which caused numerous damage and a strong social and economic impact. Official reports and maps that give a general assessment of rockfall hazard are available in this respect, however, it would be advisable to provide a more specific cartographic support useful for land management and planning. This study concerns the assessment of the rockfall risk for two strategic sectors of the Mount Pellegrino, one of the most relevant place in the city of Palermo. During the last two decades, several rockfalls affected the study area setting up a serious threat to the people, structures and infrastructures preventing the economic and social development. For these landslides a detailed GIS inventory was realized; the most dangerous rockfalls occurred within the two study sectors. The continuous decline of forest biodiversity highlights the importance of the development of cost-effective and ecologically sustainable land-use planning approaches. Spatial conservation prioritisation (SCP) can be regarded as a useful tool for this challenge.
